United States President, Donald Trump, on Friday approved a National Security Presidential Memorandum focused on artificial intelligence, laying out a framework for deploying advanced AI systems within the Pentagon and intelligence community while keeping them under constitutional and command oversight, according to the White House.

The directive is aimed at accelerating the integration of cutting-edge AI tools into military operations, with the White House explaining that it seeks to place advanced systems directly in the hands of warfighters.

It also calls on federal agencies to speed up adoption and adapt commercially developed technologies for operational use. At the same time, the memorandum requires that deployed systems remain reliable, controllable, and fully aligned with the constitutional chain of command.

As part of the policy expansion, the memorandum also outlines plans to scale up secure computing infrastructure to support widespread AI implementation. It introduces an “AI National Security Strategic Reserve” designed to bolster the talent pipeline and strengthen expertise within the national security sector. In addition, it instructs the defense secretary to revise existing guidelines on autonomous weapons systems and requires annual policy reviews to ensure regulations keep up with rapid technological developments.

The directive further mandates that no commercial or foreign actor be allowed to disable, alter, or weaken AI systems used by US forces without prior government approval. It also encourages deeper collaboration with private-sector companies to safeguard military AI capabilities against external threats and interference.
