Musk blames Trump for Starlink restrictions on Ukrainian military

Billionaire entrepreneur, Elon Musk, has attributed restrictions on satellite communication services used by Ukraine’s military to decisions made by United States President, Donald Trump, and the American government, denying that he personally directed the measures.

The dispute centres on Starlink, a satellite broadband service operated by Musk’s aerospace company, SpaceX, which Ukraine has relied on for internet connectivity and communications during its war with Russia.

The reported restrictions emerged amid Trump’s calls for Kyiv to stop conducting long-range attacks against Russian energy infrastructure, raising concerns about the implications for Ukraine’s military operations and its relationship with Washington.

Musk addressed the issue in a series of statements on X, distinguishing between Starlink’s commercial operations and Starshield, a separate SpaceX programme developed for US government and military applications.

“Starshield systems are owned and controlled by the US government. Any limits on speed or usage are decided by the US military and POTUS,” Musk wrote on X.

He further argued that Starlink operates under a different framework, insisting that the commercial service is not intended to facilitate offensive military operations.

“Starlink is a commercial service owned and controlled by SpaceX. Usage of Starlink is limited to civilian or defensive activities and cannot be used for offensive military action, as doing so would be inappropriate for a commercial company.”

Dispute Erupts Over Ukraine’s Access to Satellite Communications

The controversy has drawn attention to the role of privately operated satellite networks in modern warfare, particularly Ukraine’s dependence on Starlink for communications during its conflict with Russia.

The reported restrictions have also fuelled questions about who controls access to the technology and how decisions affecting its availability could influence military operations.

Polish Foreign Minister Radoslaw Sikorski criticised Musk on Wednesday, accusing the technology billionaire of “playing politics” over the issue.

Musk, however, has denied responsibility for the restrictions, maintaining that decisions concerning Starshield’s speed and usage fall under the authority of the US military and the president.

His comments highlight the distinction between the commercial satellite internet service and the government-controlled systems used for military and intelligence purposes.

Musk Previously Pledged Not to Cut Off Ukraine

The latest controversy follows an earlier assurance from Musk that SpaceX would not disconnect Ukrainian users from Starlink, despite his disagreements with Kyiv’s policies.

He had previously said that “no ‌matter how much I disagree with the Ukraine policy, Starlink will never turn off its terminals… We would never ‌do such a thing or ‌use it as a bargaining chip.”

That statement is now drawing renewed attention as questions persist over the extent of restrictions affecting Ukrainian forces and the authority responsible for implementing them.

The developments come at a sensitive moment in US-Ukraine relations, with Trump’s position on Ukrainian military operations adding to uncertainty over Washington’s future support for Kyiv.

For Ukraine, the dispute underscores the strategic importance of maintaining dependable communications infrastructure as it continues to defend itself against Russian attacks.
