The village head of Dan Gulam in Gwaram LGA of Jigawa State, Umar Ibrahim, has been accused of raping, impregnating, and infecting a girl with Human Immunodeficiency Virus by the victim’s father.

The allegations were made in a letter dated October 16, 2023, by Kabiru Abdullah, the Senior State Counsel in the Jigawa State Ministry of Justice.

The letter, titled “Notification of arraignment of Umar Ibrahim (Village Head of Dan Gulam) on the offense of rape,” was addressed to the Secretary of the Dutse Emirate Council.

According to the letter, the complaint was lodged by Ya’u Muhammad at the Office of the Attorney General, alleging that Umar Ibrahim engaged in illegal sexual intercourse with his daughter, resulting in her pregnancy and HIV infection.

Part of the letter reads: “I have been directed by the Attorney General of Jigawa State to write and notify Your Highness that a complaint of rape and infection with HIV was lodged at the Office of the Attorney General by one Ya’ u Muhammad in which he alleged that Umar Ibrahim (Village Head of Dan Gulam) engaged his daughter in an illegal sexual intercourse which resulted to her pregnancy and infected her with HIV.”

Upon receiving the complaint, the parties involved were invited for discussions with the Attorney General.

During these discussions, Umar Ibrahim revealed that he had filed a defamation case against the girl, her father, and another individual named Sule Umar, before the Upper Shari’a Court in Gwaram.

The Attorney General directed the case to be taken over by the Upper Sharia Court in Gwaram and referred all parties to the Criminal Investigation Department in Dutse for investigation.

After the CID conducted their investigation, the case file was sent to the Ministry of Justice for legal advice.

According to the letter, the legal advice examined the evidence and decided that there was sufficient reason to believe that Umar Ibrahim, the village head of Dan Gulam, was involved in a crime of rape and criminal conspiracy.

The attorney general was surprised and disappointed that the person accused of such a serious crime happened to be a village head.

However, the village head has denied impregnating the girl, adding that the case was a land issue between him and the former Chairman of Gwaram LGA.

According to him, “They are trying to black paint my name. That is why they falsely allege that I impregnated the girl, which is a lie. I don’t know the girl. I have never met her.”

Furthermore, Ibrahim added that he was HIV positive, saying “I have had it for the past 10 years when I married an infected widow.”
