President Rodrigo Duterte of Philippine, on Thursday, made light of reports that his hometown has logged the highest number of rape cases in the country, saying it is because the city has a lot of pretty women.

“They say there’s a lot of rape happening in Davao. If there are a lot of pretty women, there would be a lot of rape,” he said.

Duterte has been called out in the past, for his offensive remarks against women, including threatening to shoot women communist rebels in their vagina.

The President said that women rarely agree to any sexual advances “on the first try.”

“Who agrees to do it on the first request anyway? Will the woman allow it? No. ‘Don’t, no, ahhh.’ Nobody agrees to do it on the first try. That is rape,” he said, as the audience laughed.

“Even when they’re inside the cinema, she will push him away. ‘No, don’t.’ There are so many beautiful women. But if you happen to sit beside someone toothless, would you still want to do that?” he said in jest.

Davao City had the highest number of rape cases, 42, in the 2nd quarter of 2018, according to data from the Philippine National Police (PNP). High numbers of rape cases were observed even in previous years.

According to PNP data on index crimes from 2010 to 2015, Davao City had the second most number of rape cases in the country at 843.

Duterte had been criticized for his misogynistic remarks and light attitude towards rape. Back in the 2016 presidential campaign, he caused an uproar when he joked that he, as Davao City mayor, should have been the first to rape a “very beautiful” Australian missionary who was killed in a prison riot.
