Lagos govt advances electricity market reforms, licenses 14 operators

The Lagos State Government, acting through the Lagos State Electricity Regulatory Commission, has reiterated its resolve to strengthen smart regulation and further develop the state’s electricity market as part of ongoing sector reforms.

This renewed commitment was highlighted on Thursday during LASERC’s inaugural Stakeholders’ Engagement Forum held in Ikeja, where the commission also announced the issuance of licences to 14 operators across the electricity value chain.

According to The PUNCH, the Chief Executive Officer and Executive Member of LASERC, Mrs Temitope George, described the forum as “a defining moment in the evolution of Lagos State’s electricity sector” and emphasized that it reflects the commission’s dedication to transparency, collaboration, and inclusive stakeholder participation.

She explained that the engagement signals the start of a new phase in regulation aimed at establishing “a functional, efficient, innovative, and consumer-centred electricity market” designed to support the state’s broader economic growth objectives.

George further restated LASERC’s ambition of becoming a leading electricity regulator by enabling sustainable power development and improving residents’ quality of life. She added that the agency remains focused on enforcing standards, protecting consumers, attracting investment, encouraging innovation, and advancing clean energy adoption across Lagos.

In a bid to improve consumer access and complaint resolution, she revealed that zonal offices will soon be established in Ikorodu, Amuwo Odofin/Badagry, and the Sangotedo/Epe axis. “The offices are expected to become operational in the third quarter of the year,” she said.

She also stressed that meaningful progress in the electricity sector would depend on sustained partnerships, shared responsibility, and continuous engagement among stakeholders, noting that ongoing reforms in Lagos present significant opportunities for infrastructure expansion, investment inflows, and the adoption of modern energy solutions.

A key feature of the forum was the presentation of LASERC’s regulatory agenda, market performance updates, retail service code, and regulatory orders. These were delivered by Mrs George, alongside the Executive Member for Licensing and Economic Regulation, Olakunle Falola; Executive Member for Engineering and Standards, Adekunle Olopade; and Adetunji Adesanya of the Lagos Independent System Operator Network Operator.

LASERC explained that the presentations were intended to provide stakeholders with clearer insight into the commission’s short-, medium-, and long-term strategies for strengthening the electricity market in the state.

In addition, the Chairman of the board, Alexander Ogunbiyi, presented 14 licences and permits to operators who complied with regulatory standards, in recognition of their adherence to established requirements within the sector.

The commission said the move underscores its commitment to building a “structured, accountable, and fully regulated electricity market in Lagos State”.

The engagement also featured interactive sessions where stakeholders discussed key industry challenges and explored pathways for sustainable growth.

Participants included development partners, electricity market operators, investors, community representatives, artisans, consumer advocacy groups, and members of the media.
