The National Emergency Management Agency has said that more than 433,000 people have been affected by floods across 27 states and 123 local government areas in Nigeria as of November 4, 2025.
According to NEMA’s 2025 flood dashboard obtained on Sunday, 144,790 people were displaced, 241 died, and 839 others sustained various injuries. Another 115 persons have been declared missing.
The report also showed that 52,509 houses were damaged and 74,767 hectares of farmland destroyed, leaving thousands of households without homes or means of livelihood.
Demographic data revealed that 82,820 men, 133,407 women, 197,566 children, 19,985 elderly persons, and 2,503 persons with disabilities were affected nationwide.
Adamawa State recorded the highest number of affected persons with 60,608 people impacted and 23,077 displaced. It was followed by Lagos with 57,951 affected and 3,680 displaced, and Akwa Ibom with 51,813 affected and 44,732 displaced.
In Imo State, 34,589 people were affected and 17,454 displaced, while Taraba recorded 28,107 affected and 4,465 displaced. Rivers followed with 26,710 affected and 9,645 displaced, and Kaduna recorded 24,240 affected and 1,237 displaced.
Other affected states include Edo with 18,373 affected and 7,681 displaced, Kebbi with 16,918 affected and 5,718 displaced, Sokoto with 15,675 affected and 4,566 displaced, and Delta with 14,057 affected and 3,325 displaced.
Jigawa recorded 13,302 affected and 409 displaced, while Borno had 8,164 affected and 2,436 displaced. Abia reported 11,907 affected and 4,896 displaced, and Anambra had 6,296 affected and 1,050 displaced.
Niger State recorded 6,041 affected and 1,860 displaced, Cross River had 5,646 affected and 5,518 displaced, and Bayelsa reported 5,868 affected but no displacement.
Yobe recorded 4,256 affected and 486 displaced, Katsina 4,061 affected and 557 displaced, and Gombe 4,098 affected and 865 displaced. Kano State had 3,901 affected and 21 displaced, Ondo 3,735 affected and 363 displaced, while Kogi and Kwara recorded 2,825 and 2,663 affected persons respectively, both without displacement.
Nasarawa had 749 affected and 749 displaced, and the Federal Capital Territory recorded 1,025 affected persons without displacement.
By geopolitical zones, the South-South region was worst hit, with 122,000 people affected and 71,000 displaced. The North-East followed with 105,000 affected and 31,000 displaced, while the North-West recorded 78,000 affected and 13,000 displaced.
The South-West recorded 62,000 affected persons and 4,000 displaced, the South-East 53,000 affected and 23,000 displaced, while the North-Central region had 13,000 affected and 3,000 displaced.
NEMA said the major challenges facing relief efforts include shortage of resources (60 per cent), inaccessibility (18 per cent), security risks (nine per cent), community resistance (eight per cent), and coordination gaps (four per cent).
The agency listed food, shelter, water, and sanitation as the most urgent needs of victims, followed by health care, livelihood support, nutrition, education, and protection services.
