Former Kaduna State Governor, Mallam Nasir El-Rufai, alongside leaders of the African Democratic Congress in Kaduna, has declined an invitation by the state police command and instead taken formal action against the Commissioner of Police, Muhammad Rabiu.
On Monday, El-Rufai submitted a petition to the Police Service Commission, accusing the commissioner of “unprofessional conduct, abuse of office, and serial violations.”
This follows an earlier police invitation over alleged “conspiracy, incitement, mischief, and disturbance of public peace,” which El-Rufai and six other ADC leaders were expected to answer.
The invitation came after police operatives sealed off the ADC state secretariat in Kaduna last Thursday.
Despite this, El-Rufai opted to challenge the police actions through formal complaint channels rather than appear for questioning.
In a statement issued by his media aide, Muyiwa Adekeye, the former governor said he approached the PSC after what he described as the failure of the Inspector-General of Police, Kayode Egbetokun, to respond to prior complaints.
“I am writing out of concern that the Nigeria Police, warts and all, is the only frontline law enforcement institution we have,” the statement read.
“The duty of all citizens is not only to support it at every level but also to ensure that the commission enforces discipline and ethical conduct at all times.”
El-Rufai alleged that some officers within the Kaduna State Police Command had behaved “unbecoming of their calling” since Commissioner Rabiu assumed office on December 30, 2024. He further accused the officers of working to serve “interests other than those conferred by law,” warning that such conduct had eroded public confidence in the police.
While the petition submitted to the PSC did not detail the alleged misconduct, sources close to the former governor suggested it was linked to a recent crackdown on his political allies by the Kaduna police.
A police summons dated September 4, 2025, and signed by Deputy Commissioner of Police, Criminal Investigation Department, DCP Uzairu Abdullahi, directed the ADC state chairman to produce El-Rufai and six others for questioning on September 8. Those invited include Bashir Sa’idu, Jafaru Sani, Ubaidullah Mohammed (also known as “30”), Nasiru Maikano, Aminu Abita, and Ahmed Rufa’i Hussaini (popularly called “Mikiya”).
On the same day the summons was issued, security operatives sealed off the ADC secretariat located at No. 4 Ali Akilu Road, Kaduna.
